WIOA Program Application Process

Step 1- Get registered on the JobGatewaySM Website: www.JobGateway.pa.gov

To receive services through the PA CareerLink®, including job search assistance and funding for training you need to register and input a basic, up to date resume on the JobGatewaySM website.  If you don’t have a computer, or don’t feel comfortable using one, you can register with assistance at any PA CareerLink® Office.  If you are unsure where your local PA CareerLink® is or how to contact them, please refer to the list of all PA CareerLink® offices provided in your folders.


Step 2- Speak with our Welcome Center Represenative

Our Welcome Center is located at the Lackawanna PA CareerLink® Office on 135 Franklin Avenue in Scranton, PA and staff is on hand to review your eligibility for the WIOA program and to answer your questions on what the program may have to offer you!  If you are unable to come to our office you can call our Welcome Center at 570-963-4671 ext 3010 for more information.



Step 3- Attend the Workforce Innovation and Opportunity Act (WIOA) Orientation Workshop

The workshop is approximately one hour long and is given every Tuesdays at 10 a.m. and Thursdays at 1:30pm at the Lackawanna PA CareerLink® Office.  This workshop is a more detailed look at the WIOA process and what you can expect from our staff in regards to assisting in job searching, employment matching and career training.  Pre-registration is REQUIRED to attend.  To become registered for this Workshop, stop by our Welcome Center to be scheduled for the WIOA Orientation Workshop.


Step 4- One-on-one Enrollment into the WIOA Program

After you have attended the WIOA Orientation Workshop you are assigned a WIOA staff member to complete the enrollment into the WIOA program. You will need to present the following documents to complete the enrollment process: Birth Certificate (if unavailable Passport, Baptismal Certificate or DD-214 can be substituted), Valid PA Driver’s License or PA Identification Card, Social Security Card. If you are collecting unemployment benefits or Public Assistance (Welfare) benefits, please bring verification of these benefits.  Additional documents may be requested.


Step 5- Assignment of your Case Advisor & Program Selection

After completing the WIOA Enrollment, you will be assigned a Case Advisor. You will contact your Case Advisor to arrange an appointment. At the first appointment you will discuss potential career paths and identify additional resources to aide you in your employment goal. Your Case Advisor will guide and assist you in job searching, employer matching and potential career training.


Steps 6- Attend the Resume Writing, Interviewing Skills and Career Exploration/Decision Making workshops

To better assist you in job searching your Career Advisor will recommend upcoming workshops to review today’s Interviewing Skills and Resume Writing techniques.  If you are unsure of the right career path for you, you will also be encouraged to attend our monthly Career Decision Making workshop.  You can attend these workshops at the PA CareerLink® office in Scranton. Calendars for workshops the PA CareerLink® office are available at the front desk or online at the PA CareerLink® Lackawanna County website at www.pacareerlinklackawanna.org. Pre-Registration is NOT REQUIRED.


Step 7- Schedule and Complete Basic Assessment Test (WIN)

If your Career Advisor determines your best fit is WIOA sponsored career training you will be scheduled a time and date to complete the WIN Assessment Test to determine the base line skills assessment. The assessment is taken on a computer and tests three areas, Reading for Information, Applied Mathematics, and Locating Information.
